The underpass is an important piece of the city’s transportation plan, and is necessary to allow downtown Salmon Arm to grow.
When it will be built will be decided by the electors through a referendum.
One of the jobs of the next council is to put together a business plan for the construction of the underpass. Residents will then be able to examine the economics and function of the proposal.
I believe a realistic timeline is to include this referendum in the October 2018 municipal election.
