Council recently received a presentation from senior staff regarding the updated Subdivision and Development Servicing Bylaw. While I realize some of you may start yawning at this point, this is a very important item for consideration that has gone through tremendous consultation. This bylaw regulates the subdivision of land and requires the provision of works and services. Our current bylaw was approved in 2007 but best Engineering practices evolve over time as well as the overall vision and direction of the City.  The updated bylaw is streamlined, modernized, and user friendly. It will help to facilitate growth and sustainability for years to come.

As a bit of background, staff began collecting information for the update in 2010 and started drafting the new bylaw in late 2013. A first draft was put together with the information collected over the previous three years, which was then followed in 2014 by round-table discussions with local engineering firms.

The second draft, which was compiled following these initial round-table discussions, was thoroughly reviewed and discussed by internal staff and ultimately resulted in a third draft.  This third draft was sent for legal review and further staff discussions were held.

The final bylaw, which can be viewed on the City’s web page or at City Hall, will be presented to Council for first and second readings on August 22, 2016.  Third reading, including a public input session, will take place on September 12, 2016 and pending the outcome of these sessions, final reading on October 11, 2016.

Anyone wishing to comment on the bylaw is invited to attend the hearing portion of the Sept. 12, Regular Meeting which commences at 7 p.m. in Council Chambers. We look forward to seeing you there, whether it is to speak or just find out more about the changes.

Now that September is soon upon us we look forward to a busy fall season, including the 119th Annual Salmon Arm Fall Fair.
