Naturally everybody would prefer cutting costs as opposed to maintaining or increasing the tax rate.
On the other hand nobody wishes to see services reduced, as many taxpayers perceive they receive little enough as it is for their tax dollars.
We should constantly be looking to increase efficiency, eliminate waste, and when successful in doing so, use those savings to benefit the taxpayer.
