Plans proceed for 17-lot subdivision

City council would like to make sure neighbours have been consulted about a proposed subdivision on 30th Avenue NE.

City council would like to make sure neighbours have been consulted about a proposed subdivision on 30th Avenue NE.

Applicant Blake Lawson of Onsite Engineering Ltd., on behalf of owners Shirley Miller, Peter Laitinen and Colleen Laitinen, appeared at Monday's meeting of the city's planning committee to address proposed amendments to the official community plan and zoning bylaws to move a portion of the property into the urban containment boundary in order to accommodate a potential 17-lot subdivision.

The parcel is at 2451 30th Ave. NE in the upper Lakeshore area. The owners have received conditional approve from the Agricultural Land Commission to exclude an approximate four-hectare or 9.9-acre strip (400-metres long by 100-m wide) of the 16-hectare parcel from the Agricultural Land Reserve.

Kevin Pearson, director of development services, explained that, similar to the subdivision proposed for the Hillcrest area, the land commission has approved it subject to having a 10-metre-wide linear public park as a buffer, as well as fencing, vegetative buffering and residential setbacks of a minimum of 30 metres from the ALR boundary. A greenways trail will be constructed within the linear park.

City staff noted in their report that they support the proposed amendments because they are consistent with OCP policies.

Coun. Chad Eliason said he has no problem with this stage of the development, but has questions regarding the future such as how will it be serviced and if the neighbours, particularly to the west, have been consulted.

Coun. Debbie Cannon voiced the same suggestion.

"Make sure neighbours have all been consulted so they don't all file in and have thoughts that they're not really in favour of this."

Couns. Ken Jamieson and Alan Harrison both said they'd support the application even though it's an exclusion of farmland because the land commission has given its conditional support to the plan.

Harrison asked about stormwater and was told by Lawson that it would be hooked up to city services.

Coun. Denise Reimer asked whether individual driveways would enter 20th Street and Lawson said yes, but he doesn't foresee it as a concern.

All council members, except Coun. Marg Kentel who was absent, voted in favour of forwarding the proposal to the next council meeting.
